Due to the ongoing trend of things in Nigeria industries where almost all aspect of Nigerian industries is been headed and managed by expatriates due to low technical knowhow of Nigerian graduates, a local content policy had been designed by the federal government to
empower Nigerians in the management of their affairs in the absence of expatriates. To achieve this, strategic plans had been mapped out to train and re-train Nigerians to this effect.
