PROJECT SUMMARY
Alive & Thrive is an initiative to save lives, prevent illness, and ensure healthy growth and development through improved —feeding and complementary feeding practices. Alive & Thrive is funded by the Bill & Melinda Gates Foundation and the governments of Canada and Ireland.
To maximize the impact of BMGF investments in nutrition in Nigeria, A&T added a fourth objective to its plan in November 2017, that is: to strengthen government capacity and non-governmental partnerships at national level for improving —feeding policies, programs and practices.
This national replication component that goes beyond A&T’s first 2 states of Kaduna and Lagos, aims to reach policy influencers and families with young children in multiple high population states to strengthen the enabling environment for mothers to adopt early initiation and exclusive —feeding.

BASIC FUNCTION
The State Focal Person oversees the accelerated scale up of A&T activities in 2 or 3 states.
H/She is responsible for program planning, implementation, monitoring, and reporting of the interventions implemented by A&T and its partners in the assigned state(s).
H/She is accountable for judicious use of all resources entrusted with A&T and its partners in the assigned state(s).

PROGRAM SUMMARY
The Nigeria A&T IYCF social and behavior change program focuses on improving rates of early initiation of —feeding, exclusive —feeding, timely introduction of complementary feeding, and minimum dietary diversity for infants over 6 months old.
A&T will work across the public, commercial/private, and NGO sectors to improve IYCF through A&T’s four components: advocacy, interpersonal communication and community mobilization, mass communication, and strategic use of data.
At the national level, A&T will predominantly work with its public, private/commercial, and NGO sector partners (Scaling Up Nutrition and other national IYCF initiatives) to improve the implementation, monitoring, and enforcement of key IYCF policies (Code of Marketing of —milk Substitutes; maternity leave; work place support; —feeding-friendly health care and delivery facilities).
A&T will also work in twelve states through identified national associations to apply the four components to reach households, communities, and facilities with targeted, age-appropriate social and behavior change communication (SBCC) messaging on IYCF practices.
At both the national level and in the states, while the emphasis will be to build the capacity of the public sector to improve IYCF practices, the involvement and resources from the private and commercial sectors will be pursued to advance IYCF policies, expand the promotion of positive social norms, and extend timed and age-appropriate behavior change messaging through private and commercial facilities to households and communities.

DUTIES AND RESPONSIBILITIES

Participate in development of and monitors work plans and budgets; ensures appropriate levels of technical assistance in program operations; coordinates partner efforts in program implementation; ensures appropriate program monitoring and accurate financial and programmatic reporting to the Country Office.
Work with identified state partners on IYCF integration and scale up activities within the state
Serve as the point of contact of A&T with government officials and coordinate and collaborate with all public sector and partners at the state.
With the assistance of the A&T M&E spe…t, monitor all intervention strategies to ensure that they meet contractual, financial and programmatic goals.
With technical assistance from country office technical spe…ts, provide programmatic/technical assistance to all local A&T partners in the design, implementation, modification, monitoring and evaluation of project activities.
Coordinate all capacity building activities for A&T partners at the state level.
Review periodic reports (programmatic and financial) submitted by all collaborating partners at the state office level and forward same to the country office.
Undertake regular monitoring visits to project sites and partners as necessary.
Collaborate with other IPs based in the state to coordinate project activities.
Ensure the day-to-day implementation of work plan activities in the state(s) and provide input into the development, on-going management and maintenance of work plan
Compile State level reports on project results, case studies and lessons learned.
Facilitate, draft, and participate in the development of, and/or the timely completion/review of A&T technical reports, such as: monthly, quarterly, and/or annual reports; strategic plans and work plans; and other ad hoc reports, as required.
Participate in the design and implementation of assessments and evaluation studies, trainings, and workshops.
Perform other duties as assigned.

KNOWLEDGE, SKILLS & ATTRIBUTES:
Fluent English written and oral communication skills, and the ability to write for a range of audiences and purposes, including superior presentation skills.
Substantial operational experience and a track record of success on public health programming, including nutrition and SBCC.
Sound strategic thinking and planning skills, including ability to think creatively and innovate and to set priorities, manageable work plans and evaluate progress.
Experience in working across multiple partners and government.
Proven capacity to deliver results against objectives, reporting schedules and workplans.
Ability to translate programmatic information into practical guidance and tools and effectively communicate these using print, electronic, and presentation media.

QUALIFICATIONS AND REQUIREMENTS

MSc/MPH or equivalent.
A minimum of 7-9 years of experience managing public health/ development projects.
A minimum of 3 years’ experience supervising direct reports.
At least 5-7 years’ experience in programme management especially in nutrition and Social and Behavior Change Communication.
Demonstrated experience and high acceptability in working with government, NGOs, private sectors are required.
Demonstrated success in multicultural environments is required.

JOB DESCRIPTION

The A&T Nigeria M&E Spe…t will work as part of A&T Nigeria scale up team led by the A&T Nigeria Project Director.
This spe…t is responsible for providing technical and program leadership in the design, implementation and oversight of A&T Nigeria’s M&E scale up portfolio.
This portfolio will be focused on the design, implementation, and monitoring of the A&T program scale up and its partners’ implementation of these.
The program components include: advocacy, interpersonal communication and community mobilization, mass communication, and the strategic collection and use of data.
The M&E Spe…t will also develop and implement an integrated M&E system for A&T to track the inputs, processes, outputs and outcomes of each of A&T Nigeria’s core activities, whether directly carried out by A&T or by its international and local subcontractors and partners.
In this regard, the Spe…t will also oversee quality control and timely production of required project data, tools, materials and products relevant to M&E, including any operational research and baseline/end line surveys.
This position will communicate, connect, and coordinate with other A&T HQ and A&T Nigeria office technical staff, subcontractors, partners, government and NGO stakeholders, and international donors to ensure successful design and implementation of the M&E portfolio of activities expected.

ESSENTIAL JOB FUNCTIONS
General Roles/Responsibilities:
Serve as the M&E technical and program advisor to scale up partners
Participate in various national working groups and task forces related to the National Strategic Plan of Action for Nutrition
Facilitate the use of data to develop and implement IYCF and IYCF-sensitive BCC programs across the 12 scale-up states as needed and possible.
Support the A&T Nigeria Senior Leadership Team to integrate IYCF into public, private/commercial, and NGO sectors, organizations, and programs across the 12 scale-up states
Provide capacity building (TA and training) as needed in strategic collection and use of IYCF data.
Provide in-service input to improve the quality of M&E to track the inputs, processes, outputs, and outcomes of the supervisor-health care worker-community volunteer connection to the community and households.
Develop/refine M&E plans for A&T Nigeria scale up – comprehensive interventions, including suggesting possible indicators and proposing M&E strategies to collect data for chosen indicators based on the clearly outlined plan of action and developed project log-frame.
Provide technical assistance on the design and implementation of qualitative studies and quantitative surveys for IYCF, including sampling strategies, survey instruments, survey implementation, data analysis, report writing, and dissemination of results. This may include household surveys, trials for improved practices (TIPS), sentinel surveillance, lot quality assurance sampling, focus group discussions, in-depth interviews.
Provide technical assistance to IYCF partners & sub-grantees to develop M&E plans, including suggesting indicators and proposing data collection strategies, activities, analysis and reporting formats.
Design, conduct and/or actively participate in designing & conducting short, focused evaluation exercises, operational research at designated sites, with topics determined in cooperation with public, private/commercial, and NGO sectors at national and/or state level; and A&T country office and/or HQ staff, to shed light on operational issues concerning implementation of IYCF programs. Share data and lessons learned from these exercises with local, national, and regional partners to continue to build the knowledge base of IYCF.
Help interpret and disseminate data on IYCF and ensure that state and national results are reported to clients and partners.
Keep a— of international developments concerning M&E strategies for IYCF programs and share state-of-the-art information, tools, and approaches with A&T Nigeria and partners

SPECIFIC ROLES/RESPONSIBILITIES INCLUDE:

Provide technical assistance, coordination, and implementation support to sub grantees in scale up states as requested and develop subsequent actions to fill in gaps or strengthen on-going activities.
Provide technical assistance and training to stakeholders in scale up states on the strategic collection and use of data to track inputs, processes, outputs and outcomes. This will include the set-up of M&E frameworks that will track input, process, output, and impact of at-scale state advocacy, IPC and community mobilization, and mass communications activities.

OTHER ROLES/RESPONSIBILITIES:
Contribute to the development of A&T annual work plans, budgets and project reports, and ensure timely reporting and responses to requests for information to A&T management
Actively participate in, contribute to, and in some cases conduct or facilitate major A&T program development and implementation activities (strategic planning, program presentations, advocacy and policy meetings, workshops), as appropriate
Work closely with A&T Nigeria Project Director to leverage other international donor and private sector resources to complement and extend project reach
Present/disseminate program results, based on program experience, M&E and evaluation data to GON platforms, projects and partners, and other professional colleagues and organizations
Other duties as assigned

QUALIFICATIONS AND REQUIREMENTS

M.Sc/MA degree in Public Health, Nutrition, Demography, Statistics, or related field, with emphasis on quantitative analysis. PhD preferred.
At least 5-7 years of relevant experience in Nigeria (similar global experience may be acceptable) required with at least 3 years in a senior technical leadership role providing technical input to a large scale nutrition or public health/development project.
Experience leading M&E for international, donor-funded projects. Recent senior technical and program work experience (3-5 years in the last 10 years) in Nigeria (similar setting may be acceptable).
Extensive public health/nutrition field experience in designing, implementing, monitoring and reporting on various types of service delivery platforms (i.e. interpersonal communication, community mobilization and mass communication)
Experience in analysis and interpretation of quantitative data, including experience drafting reports based on quantitative data

Skills:
Ability to work independently, assess priorities, and manage a variety of activities while communicating, connecting, and collaborating with HQ and field office staff, subcontractors, and a broad coalition of government, NGO, and international project partners
Strong interpersonal and organizational skills
Excellent problem-solving skills
Excellent writing, editorial, and communication skills, including strong presentation skills to report results to major donors
Competency in survey design and implementation and experience in data analysis using Stata, SAS, EpiInfo, or SPSS
Excellent written and oral communication skills in English; fluency in Hausa, Yoruba also strongly preferred.

CHILD PROTECTION CONSULTANT

DESCRIPTION
The humanitarian situation remains critical in northeast Nigeria, with an estimated seven million people in need of humanitarian assistance, and more than 1.7 million Internally Displaced Persons (IDPs)
FHI 360 has been working in Nigeria for over 30 years and for 15 months, has been implementing humanitarian response activities in the health, nutrition, protection (GBV) and WASH sectors with a substantial on-the-ground presence in Maiduguri, Dikwa, Ngala and Banki
FHI 360 plans to expand its geographical coverage to Damasak and also establish program activities in the Child Protection sub-sector and is looking for an expert consultant to lead the start-up phase.
Under the protection sector, FHI 360 aims at improving the wellbeing of vulnerable individuals through increased access to psychosocial support services and integrated Gender-Based Violence (GBV) support and Child Protection. Key activities under the Child Protection sub sector includes:

Improving access to timely and quality Case Management services for children at risk
Strengthening and Supporting Community Based Child Protection Mechanisms
Setting up Child Friendly Spaces to meet psychosocial, development and cognitive needs of children affected by conflict using the Safe Healing and Learning Centers toolkit
Protecting excluded children including CAFAAGs, Children in need of alternative care
Integrating Child Protection in WASH, health and nutrition sector activities
The expected duration for this consultancy is three months beginning no later than July 2018.

SCOPE OF WORK

Conduct a rapid assessment of CP related issues for purposes of identifying most needy children for case management services. In addition, conduct child protection service mapping and institutional capacity for the current CP actors in each of the project sites.
Conduct interviews for Child Protection teams. The team comprises of a technical officer, 4 case workers and 4 Child protection officers.
Identify and develop standard Operating Procedures and protocols for management of CFS based on the Safe Healing and Learning toolkit
Develop key training modules adapted to the North-East Content for key trainings including case management, Safe Healing and Learning
Conduct Staff training on case management and Safe Healing and Learning approach
Develop Child Protection quality of services audit tools that can be used to conduct service quality audits on a regular basis
Develop selection criteria and terms of reference for child protection committees and support the protection assistants on the selection of the committees
Work with the M& E team to review and strengthen existing the Child Protection data collection tools and data management protocols

Deliverables
A rapid assessment report completed and validated
Child Protection team interviewed and final selections conducted
Standard Operating Procedures and protocols for the Child Friendly Spaces as per the Safe Healing and Learning toolkit
Context specific training modules on case management and Safe Healing and Learning developed

QUALIFICATIONS
M.A/M.Sc/MSW or equivalent in Social Work, Social Science, Law, Humanities or related Degree
Minimum of 8 years relevant child protection experience in emergency contexts and IDP settings at international NGOs in the field; field experience is essential.
Proven expertise in Child Protection in Emergencies, including a demonstrated understanding of global Child Protection in Emergencies standards
Prior experience in startup and management of child protection in emergencies programs including setting up child friendly spaces based on the Safe Healing and Learning, alternative care, establishing community based child protection mechanisms and setting up child protection field based coordination and referral mechanisms.
Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
Must be able to read, write, and speak fluent English.
