NERI is seeking to engage qualified nationals as Program Manager

PROGRAM MANAGER
 
POSITION SUMMARY

The Program Manager (PM) will be responsible for the contracting, Implementation and close-out of a portfolio of activities. The PM will work with in close collaboration with Senior Management (including USAID/OTI) and community stakeholders to identify, prioritize and design activities that will respond to community development priorities in order to further the objectives of the NLCB program. The PM, working with a small multidisciplinary team of 8 to 10 staff, will be charged with oversight of project activities to ensure that all tasks are completed within timeframe and budget parameters defined during project design. The PM will be tasked with the programmatic and administrative closeout of all activities, including final reporting, disbursement of funding (in concert with finance staff) and disposition of any project inventory. The PM will serve as the main point of contact for state-level actors and community stakeholders to ensure that all activities fit within a strategic and coherent portfolio. The PM will be expected to report daily to and receive guidance from Senior Management. The PM will be expected to liaise with various levels of stakeholders, including government officials, civil society organizations and community actors; the selected candidate must be able to maintain good relations with all associated parties. In addition, the Program Manager will be expected to collaborate horizontally with other PMs to share lessons learned and jointly design program strategy.

REPORTING & SUPERVISION
The Program Manager will report to the Regional Program Manager (RPM) based in Maiduguri. All Program Managers should expect direct interactions with members of Senior Management Team and with the client, USAID/OTI. In the North east, the Program Managers will supervise and lead multidisciplinary activity management teams, comprised of Community Development Facilitators (CDFs), Grants Officer, Procurement Officer or Assistants, M&E Officer or assistant, finance assistant and Logistics Officer or assistant. While these team members also report technically to their line managers in Abuja, the PM is expected to lead the team and ensure that they work together to design, implement, monitoring and learn from activities.

PRIMARY RESPONSIBILITIES

Primary responsibilities include but are not limited to the following:

Responsible general oversight of a portfolio of projects. The geography of targeted communities as well as type of programming is expected to change frequently over the course of the program.
In concert with senior management, advice on programmatic design of new projects, including identification of potential local partners and beneficiaries, monitor implementation to ensure timely completion and adherence to budget and administrative and programmatic closeout throughout the portfolio of activities.
Take a leadership role in the program?s learning process by feeding information in a timely manner on political and security developments in the PM?s target area.
Develop activity-level Theory of Change (TOC), thinking strategy about the contribution of each activity to the overall program objective.
Work alongside Government of Nigeria (GoN) officials, community stakeholders and civil society actors to ensure coherent and strategic programming as part of a unified project endeavor.
Serve as the focal point of the objectives and purpose.
In coordination with Community Development Facilitators, establish community-level project oversight committees to ensure community buy-in of activities.
Help set up transparent management and oversight mechanisms and work to incorporate as wide a range of project beneficiaries, GoN and other important stakeholders as possible.
Responsible for the proper use of the program database for project and program development and management, including updating information on projects and activities per week.
Comply with all Creative and USAID procedures and policies with regards to ethics and compliance, grants management, HR, finance, operations and security. 
Perform other tasks, as assigned.

REQUIRED SKILLS & QUALIFICATIONS:
University degree in a related field is required
At least 5 years of general work experience is required.
Experience in working with communities to implement grassroots development projects preferred.
Prior experience (3 years or more) in grants management with international-funded projects is highly desirable.
Proficiency at using Microsoft office: MS Word, Excel, PowerPoint, Outlook etc. is required.
Ability to work under short deadlines and efficiently handle multiple tasks.
Attention to detail and the ability to function well in a team.
Experience of working in a conflict environment is a plus.
Fluency in oral and written English is required.
Fluency in Hausa and/or Kanuri is preferable.

STTA TELECOMS OPERATIONS SPE…T

POSITION SUMMARY: 
The STTA Telecoms Operations Spe…t will support NLCB Program and Engineering units in the design, procurement, technical review, and installation of required telecommunication systems, as required by NLCB activities. Following installation, the Telecoms Operations Spe…t may be required to provide training and maintenance support to beneficiaries. As NLCB activities take place throughout the states of Borno, Adamawa, and Yobe, the Telecoms Operations Spe…t (TOS) will be required to travel to participate in community and stakeholder meetings, conduct site assessments, and provide technical training and maintenance support.

At the design phase, the STTA TOS will work with the Program and Engineering Units to provide detailed technical specifications for telecommunication systems, including radio (e.g. HF/VHF/UHF) and satellite systems (e.g. VSAT).  The TOS will engage with program staff, beneficiaries, and communities to develop specifications that are reflective of programmatic considerations in regards to telecommunications coverage, intended usage, and the target locations of North East Nigeria. The TOS will be responsible for ensuring that all specification requirements developed are in accordance with sound technical, quality, and engineering standards. During the procurement process for equipment, the TOS may be called upon to technically inspect and accept equipment before delivery and installation.

During implementation, the STTA TOS will be required to travel to oversee the deployment, installation, configuring, and commissioning of telecoms systems to various sites and provide updates, including technical assessment reports, pictures, and progress monitoring and reporting. During site visits, the TOS will be responsible for monitoring and troubleshooting the HF/VHF/UHF network to ensure strong coverage. The TOS may be responsible for training beneficiaries on proper usage and maintenance of the provided equipment. This may include training on radio communications procedures and the requirements for proper use of HV/VHF/UHF equipment. The TOS will be expected to keep NLCB staff informed of any technical problems and proposed solutions during and after installation and configuring.

Successful STTA TOS must have the strong technical and interpersonal skills required to successfully implement the scope of work as described above. S/he must have the analytical skills, knowledge of materials, methods, and the tools involved in the installation and operation of telecommunication system including HF/VHF/UHF and VSAT. Should be able to work independently with little or no supervision and must have at least five (5) years of working experience directly relevant to the proposed scope of work requirements.  

Reporting & Supervision:
The STTA Telecoms Operations Spe…t will report to the Engineering Manager based in Abuja and will be supervised by Regional Program Manager based at Maiduguri (or his delegate) to oversee various projects as tasked.

PRIMARY RESPONSIBILITIES AND DELIVERABLES
Primary responsibilities include but are not limited to the following:

Assist the Program and Engineering Units to provide detailed technical specifications for telecommunication systems, including HF/VHF/UHF radio systems and VSAT.  This may require engaging program staff, beneficiaries and communities to develop specifications that are reflective of programmatic considerations including coverage, intended usage, and the target locations. The TOS will contribute to the development of BOQs, technical scopes of work, price determinations, and any required designs or drawings. The TOS will be responsible for ensuring that all specification requirements developed are in accordance with sound technical, quality, and engineering standards.
Advise Program and Engineering Units on the operating environment and enabling laws guiding the use of security and/or police communication radio systems and specifications in Nigeria
Provide technical inspection and acceptance of equipment before delivery and installation.
Travel to oversee the deployment, installation, configuring, and commissioning of telecoms systems to various sites and provide updates, including technical assessment reports, pictures, and progress monitoring and reporting.
Monitor and troubleshoot the HF/VHF/UHF network or other telecommunications system network to ensure strong coverage. Keep NLCB staff informed of any technical problems and proposed solutions during and after installation and configuration.
As requested, provide training to beneficiaries on proper usage and maintenance of the provided equipment. This may include training on radio communications procedures and the requirements for proper use of HV/VHF/UHF radio equipment.
 Interface with grantees, vendors and contractors as required ensuring transparent program processes are upheld.
Any other duties suitable to task and commensurate with ability.

REQUIRED SKILLS & QUALIFICATIONS
University degree in a relevant technical field, including engineering or telecommunications.
5 years? work experience relevant to the scope of work requirements. Specifically, experience in technologies and activities including radio and satellite programming, installation and repair. Experience in developing specifications to suit programmatic needs and demonstrated experience in installation and training is required.  
Good understanding of operating environment and enabling laws guiding the use of security (and/or police) communication radio system and specifications in Nigeria.
Ability to work independently, think creatively and apply problem solving skills and provide technical supervision.
Ability to plan and prioritize responsibilities to meet deadlines and adjust priorities as necessary.
Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential.

STTA ENGINEER & TECHNICIANS

POSITION SUMMARY:
The STTA Engineers and Technicians will support the field state engineers to work in developing the necessary technical and engineering documents as required for the activities, support in the selection of the qualified contractors, as well as implementing the infrastructure rehabilitation grants activities at the State, Local Government Area (LGA) and community levels. Specifically, NLCB is interested in hiring engineers and technicians in the following roles:

Civil/Structural Engineers and Site Supervisors (must be able to mobilize to the project site, willing to stay extended period at the project site or community, to carry out the structural assessments and during project implementation), including those with specialization in WASH, Water Point Construction and Management
Quantity Surveyors
Hydraulic Engineers
Mechanical Engineers
Solar and Photovoltaic Systems Technician
Geophysical Surveyors (must be able to mobilize with the necessary equipment to conduct a geophysical assessment for water table depth and produce high quality reporting)
Architect (must be able to mobilize to the project site when required, must have access to all necessary software for drawings and technical designs, as described in the scope of work)
The STTA Engineers and Technicians will support the NLCB Engineering team to ensure that all projects are implemented in accordance with sound technical, quality, environmental and engineering standards. The STTA Engineers will provide technical support, on-site training for site workers, and supervision to implementing contractor?s project engineers who are implementing small and medium-sized infrastructure subprojects. STTAs will be engaged as needed by NLCB. 

The STTA Engineers and Technicians will provide technical input to Creative staff during the Project identification, Development and Implementation: including technical assessment reports, pictures and tables; development of the technical and general specifications; preparing and reviewing structural, electrical, mechanical, hydraulic, solar designs and drawings with supporting calculation sheets, notes and bar schedule; statement and the scope of work of the activity; bill of quantities preparation; sub-activities scheduling; environmental reviews and compliance monitoring and; progress monitoring and reporting. 

The STTA Engineers and Technicians will ensure that all infrastructure projects are completed within the available timeframe, allowing enough time for close-down of the activity, demobilization, handover, final invoicing, and, if necessary, contract termination. Extensive travel within the LGAs is required. 

Reporting & Supervision: 

The STTA Engineers and Technicians will report to the Engineering Manager based in Abuja and will be supervised by the program engineers based in Maiduguri to oversee various projects as tasked. The STTA Engineers and Technicians will always ensure to the engineering team listserv email in all correspondences to ensure that all team members are always well-informed and a— of the status of the Project.

The STTA Engineers has no direct reports, but oversees the work as assigned to his designation and as required.

PRIMARY RESPONSIBILITIES AND DELIVERABLES
Primary responsibilities include but are not limited to the following:

The STTA Engineers and Quantity Surveyors will assist the engineering team in developing the infrastructure projects. Input will include, but not be limited to, establishing constructability of structures; identifying potential field difficulties in implementation; carrying out environmental assessments; technical assessments; development of technical and general specifications; preparing and reviewing structural, electrical, mechanical, hydraulic, solar designs and drawings with supporting calculation sheets, notes and bar schedule as required for the activity; development of statement and the scope of work of the activity; bill of quantities (BOQs) and corresponding price determination preparation; sub-activities scheduling to reflect required materials and labour; and budget preparation to include material, labor, equipment and service costs.
Support the field state engineers in conducting final checks on project designs, specifications and drawings to ensure that all designs, drawings and BOQs are in accordance with sound technical, environmental and engineering standards before passing on to Abuja for final approval.
Support in the preparation of the Environmental Documentation Forms (EDFs) and the corresponding Environmental Mitigation and Monitoring Plans (EMMPs), identifying mitigation measures for each project and ensuring that these mitigation measures are planned, budgeted and carried out during the project implementation process.
Support the field state engineers in the tendering, tender evaluation and contract recommendation processes for sub-consultants and contractors.
Support the field state engineers in evaluating and prequalifying potential subcontractors.
The STTA Engineers and Quantity Surveyors will provide technical input during the project implementation. Input to include monitoring of sub-activities timelines and scheduling; environmental reviews and compliance monitoring; preparing and reviewing designs and materials tests (laboratory and in-situ), and progress monitoring and reporting.
 Directly supervise the construction and renovation works within the communities and states being carried out by the implementing contractors.
Support the field state engineers in developing the Engineering Reporting Documents (ERDs) and the Environmental Field Reporting Documents (EFRDs) for each visit to the project site, at least one per week.
Provide technical assistance and on-site training for site workers of the implementing contractors as well as community members engaged to support the project implementation process.
Conduct regular monitoring visits to infrastructure project sites, including unannounced visits to monitor progress and ensure compliance.
Technically review all invoices for state infrastructure projects submitted by the contractors to ensure compliance to the milestone requirements, quality and standard of work carried out.
 Interface with grantees, vendors and contractors as required ensuring transparent program processes are upheld.
Any other duties suitable to task and commensurate with ability.

PROJECT LOCATION  
The Projects for assessment will be in three states in the Northeast of Nigeria, namely Adamawa, Borno and Yobe states respectively.

The proposed locations for each of the three states are captured below with other locations to be included as the NLCB program demands:

POSITION, SPECIFIC/REQUIRED SKILLS AND QUALIFICATIONS:
Civil/Structural Engineer and Site Supervisors

University degree in Civil Engineering, Structural Engineering or similar field of study.
5 years? work experience. 3 years? specific work experience with a large portfolio assistance program providing infrastructure project implementation: structural design and detailing, construction design and analysis, construction supervision as Resident Engineer, Construction Manager or Contractors Site Representative.
Knowledge of building, construction and rehabilitation principles and design standards with sound ability to interpret architectural and structural drawings.
Ability to take onsite measurements, perform mathematical calculations, track project budget and record accurately.
Electrical Engineer

University degree (M.Sc, B.Sc, or HND) in Electrical Engineering
Minimum 5 year?s work experience. 3 years? specific work experience supporting the electrical design and detailing of medium to large scale infrastructure projects
Knowledge and fluency in AutoCad
Experience in on-site monitoring of ongoing and completed electrical work for medium to large scale infrastructure projects
Hydraulic Engineer

University degree in civil engineering with an emphasis in surface water/hydraulics/hydrology or water resources engineering
Minimum 5 years? work experience. 3 years? specific work experience in hydrologic and hydraulic analysis and design.
Mechanical Engineer

University degree (M.Sc, B.Sc, or HND) in Mechanical Engineering
Minimum 5 year?s work experience. 3 years? specific work experience supporting the design and detailing of medium to large scale infrastructure projects
Knowledge and fluency in AutoCad
Experience in on-site monitoring of ongoing and completed mechanical work for medium to large scale infrastructure projects
Solar and Photovoltaic Systems Technician

University degree in Sustainable Energy Technology, Renewable Energy Engineering or similar field of study.
Minimum of 5 years? experience. 3 years? specific work experience in the develop of specifications of solar and photovoltaic systems. Experience in the installation and maintenance of these system is required.
Architect

University degree in Architecture
Minimum of 5 years? experience. Ability to design preliminary sketches and more detailed site plans showing all building components including internal and external services using required computer software like AutoCAD
Membership in the Architect Registration Council of Nigeria would be an advantage

GENERAL SKILLS AND QUALIFICATIONS:
Ability to work independently, think creatively and apply problem solving skills and provide technical supervision. Ability to technical inspect structures, recognize non-compliance and make suggestions for improvements are needed to accomplish program goals.
