DUTIES AND RESPONSIBILITIES
Reporting to the Cluster Leader, the Portfolio Manager is responsible for the development, acquisition, growth and management of a large business portfolio and meets revenue and income targets. He/she is responsible for the delivery of quality service that is responsive to client needs and meets UNOPS self-financing principle. Main duties and responsibilities are:
I. Portfolio Management
- Prepare an annual work and procurement plan for the assigned portfolio.
- Collaborate closely within the team and with project staff and the client to review all operational aspects of the assigned portfolio and service delivery. Integrate work with other team members and internal partners. Take timely and appropriate actions to meet work and procurement plan objectives.
II. Service Delivery and Operational Management
- Analyze current and potential portfolio. Establish a team business plan, priorities, targets and performance standards for each client. Execute the business plan. Establish measurable long/short term targets and monitor progress to measure performance.
- Assist, when requested, clients in the design of service requests and programmes to be implemented by UNOPS.
- Prepare and finalize documentation and contracts required for portfolio service delivery and management. Prepare project budgets and revisions, in consultation with the appropriate parties.
- Prepare Statements of Work for subcontractors; propose lists of suitable firms or institutions, evaluate proposals received; make recommendations for contract awards; negotiate with successful bidder.
- Prepare contract documents and letters of agreement with institutions and UN agencies; administer contracts and agreements and process amendments, if required.
- Negotiate and draft complex contracts for services. Administer and monitor contracts and
agreements. Process amendments and payments
- Approve disbursement of allocated financial resources for the portfolio. Propose and/or take decisions in consultation with clients to reallocate resources as required.
- Actively work with clients on proposed projects, implementation plans, cost implications, identifying milestones to ensure success. Undertake monitoring missions to evaluate progress, identify problems and take appropriate and timely decisions to meet client needs.
- Interact with team members to develop, adjust and harmonize service delivery approaches.
- Maintain consultations with the Resident Coordinators’ Office in countries under his/her responsibility; UN client institutions; CTAs, and partners involved in the execution of project and programmes.
- Represent UNOPS in negotiations, meetings and follow-up with donors, governments, clients, including calculating and justifying the cost of UNOPS services.
- Work closely with clients and project staff in the timely preparation of regular substantive and budget reports, as required.
III. Business Acquisition and Growth
- Identify potential clients (i.e. governments, country offices and international funding institutions) and business partners to pursue new business opportunities and ensure portfolio growth by delivering quality service to maintain a competitive edge.
- Actively market and promote UNOPS services by building a network of key business partners and clients keeping abreast of market (and social, economic, political) trends in the area. Apply innovation to business development.
- Negotiate cost effective and mutually beneficial terms for UNOPS services with prospective clients and partners.
IV. Knowledge management and technical support
- Contribute to capacity building and high performance in service delivery by focusing on innovative operating protocols, learning, coaching and mentoring team members, internal clients and partners.
- Contribute to the development of tools and platform for data and content management and ensure information and knowledge sharing with colleagues, clients and partners.
REQUIRED SELECTION CRITERIA
Competencies
Strong service and client orientation, excellent planning and organization skills necessary.
Ability to translate and apply business acumen and service delivery expertise and thorough knowledge of UNOPS operations protocol, to plan business acquisition and growth; and to direct operations of a large portfolio.
Good interpersonal and communication skills; team-builder and player.
Ability to recognise and seize potential market opportunities and challenges and to take timely and independent decisions to meet goals and objectives.
Capacity for persuasive communication, consensus building and obtaining commitments from clients/partners.
Knowledge of ERP (Peoplesoft) systems highly desirable. Strong knowledge of IT packages.
Education/Experience/Language
Advanced university degree, preferably in one or more of the following disciplines: international affairs, business administration, social sciences, economics, agriculture, environmental studies development studies, or another field relevant to international development assistance.
At least 5 years progressively responsible experience in managing service delivery for development
projects.
Experience in managing development projects, and a good understanding and knowledge of working with various United Nations agencies is required. ‘
Experience in contracting and managing is also required.
A thorough knowledge of UNOPS rules and procedures in budget management, contracting, purchasing and recruitment of project personnel is required.
