Description of duties:
Maintenance, Installation, Administration, Monitoring

  • Within the delegated authority, to have first-line responsibility for the maintenance and administration of the Local Area Network (LAN) infrastructure, including all associated network components and devices (servers, routers, switches, cabling, firewalls, virus protection/anti-spam software, security tools, network monitoring software, PC client software, DNS, Active Directory, data storage management & backup etc.).
  • To take the lead in installation, maintenance, administration and performance monitoring of the servers, their operating systems and software, including Microsoft Exchange and SQL Server configuration and administration.
  • To provide assistance in the implementation and maintenance of the WHO Global Private Network (GPN) and WHO Identity Management System (WIMS) throughout the Region.
  • To develop and ensure the operation of automated monitoring and analysis tools.

Support Activities

  • To provide technical assistance on service calls escalated to the network management team, including determination of priorities, support to Active Directory (Identity Management) and secure remote connectivity solutions, servicing and support solutions specific to staff working in a mobile environment.
  • To troubleshoot and diagnose network and server-related issues, and assist other ICT teams in placing developed solutions in production, including provision of secondary support to telephony and video conferencing systems.

Testing and Advancement

  • To review and evaluate new technologies, making recommendations for the installation of new equipment or for the enhancement of existing services.
  • To maintain an inventory of network hardware and software procured and installed.
  • To implement pilot projects for the introduction of new services, including appropriate testing and pre-implementation activities.

Documentation

  • To prepare detailed technical documentation, relevant user-documentation and operational procedures, and to proactively contribute to the IT Knowledge Base as appropriate.
  • To perform other related duties, in particular to act as network manager when necessary.
REQUIRED QUALIFICATIONS
Education:
Essential: Completion of secondary school education or equivalent training in Information Technology, or equivalent academic qualifications, experience and/or self-training.
Desirable: Higher education such as a degree in computer science.
Skills:
Functional skills/training :
Essential: Formal training in computer science, information technology with professional certification related to various generations of Intel PC hardware including a deep understanding of LAN technologies.
Desirable: Advanced knowledge or on the job training of WHO EURO server and workstation operating systems and applications.

Experience:
Essential: At least 5 years of progressively responsible network engineering experience, preferably with responsibilities for network maintenance and administration within a large and complex organization. Experience in the theory, methods, techniques and practices of network infrastructure development and management used in corporate environments.
Desirable: Knowledge of the WHO EURO IT environment, rules and regulations, procedures and practices, or experience in the UN system or other international/multinational organizations.
Languages:
Essential: Excellent knowledge of English and working knowledge of one of the other regional languages (French, German or Russian).
