JOB TITLE: CHIEF OF PARTY

DESCRIPTION:
JSI, A BOSTON-BASED PUBLIC HEALTH MANAGEMENT FIRM DEDICATED TO PROVIDING HIGH QUALITY TECHNICAL AND MANAGERIAL ASSISTANCE TO PUBLIC HEALTH PROGRAMS THROUGHOUT THE UNITED STATES AND THE DEVELOPING WORLD, IS CURRENTLY RECRUITING FOR A POTENTIAL CHIEF OF PARTY FOR AN HIV/AIDS PROGRAM IN ETHIOPIA. JSI IS DEVELOPING A PROPOSAL TO SUBMIT TO USAID FOR A TASK ORDER THAT WILL STRENGTHEN THE CAPACITY OF LOCAL CIVIL SOCIETY ORGANIZATIONS (CSOS) TO DELIVER INTEGRATED COMMUNITY HIV/AIDS SERVICES, FURTHER DEVELOP AND STRENGTHEN COORDINATION AND REFERRALS BETWEEN CSOS, LOCAL GOVERNMENT AND HEALTH FACILITIES, AND STRENGTHEN PRE-SERVICE TRAINING AND FELLOWSHIP PROGRAMS FOR SOCIAL WORK AND NURSING STUDENTS AT LOCAL PUBLIC AND PRIVATE TRAINING INSTITUTIONS. THE PROJECT IS ALSO EXPECTED TO WORK CLOSELY WITH REGIONAL AND NATIONAL PARTNERS INCLUDING THE ETHIOPIA'S FEDERAL HIV/AIDS PREVENTION AND CONTROL OFFICE (HAPCO) AND REGIONAL HEALTH BUREAUS (RHBS), WHILE COMPLEMENTING THE BROAD ARRAY OF HEALTH FACILITY-BASED INITIATIVES UNDERTAKEN BY NATIONAL PARTNERS. THE PROGRAM WILL BE BASED IN ADDIS ABABA, ETHIOPIA AND WILL SUPPORT WORK BY CSOS IN SELECTED PROVINCES OF THE COUNTRY. IF AWARDED TO JSI THIS PROJECT WILL BE A THREE-YEAR EFFORT, BEGINNING IN JANUARY 2009, WITH TWO POSSIBLE ONE-YEAR EXTENSIONS.

THE CHIEF OF PARTY WILL SERVE AS THE PRIMARY TECHNICAL AND MANAGEMENT OFFICER, PROVIDING LEADERSHIP AND COORDINATION IN STRATEGIC PLANNING, PROGRAM DEVELOPMENT AND MANAGEMENT, AND OVERSEEING THE IMPLEMENTATION AND EVALUATION OF ALL ACTIVITIES SUPPORTED BY THE PROGRAM. S/HE WILL DIRECTLY SUPERVISE THE WORK OF AN OPERATIONS MANAGER AND THREE SENIOR TECHNICAL PROGRAM OFFICERS. S/HE WILL SERVE AS THE PRIMARY FOCAL POINT FOR COMMUNICATION WITH USAID/ETHIOPIA.

THE CHIEF OF PARTY WILL REPORT TO JSI'S SENIOR TECHNICAL ADVISOR IN BOSTON.
RESPONSIBILITIES
GUIDE, ENCOURAGE AND OVERSEE THE PROGRAM'S STRATEGIC VISION AND ALL ASPECTS OF PROGRAM MANAGEMENT, BOTH TECHNICAL AND FINANCIAL.
COMMUNICATE USAID'S NEEDS AND PRIORITIES TO ALL PROJECT STAFF. PROVIDE MANAGEMENT DIRECTION AND LEADERSHIP TO STAFF IN PROJECT ACTIVITIES.
ENSURE THAT PROJECT ACTIVITIES CONTRIBUTE TO SPECIFIC USAID CONTRACTUAL OBJECTIVES AND BROADER FOREIGN ASSISTANCE GOALS AND OBJECTIVES, AND THAT CONTRACTUALLY REQUIRED OUTPUTS AND EVIDENCES OF ACHIEVEMENT ARE MET.
ENSURE THAT THE PROJECT'S MISSION AND VISION ARE CLEARLY ARTICULATED, VISIBLE, AND INTEGRATED INTO THE PROJECT'S WORK.
SERVE AS LEADER/MEMBER OF SENIOR PROGRAM MANAGEMENT TEAM.
PROVIDE TECHNICAL OVERSIGHT, PROGRAMMATIC LEADERSHIP AND GUIDANCE TO ALL PROGRAM TECHNICAL TEAMS.
ENSURE COMPLIANCE WITH USAID AND JSI RULES AND REGULATIONS.
SERVE AS THE PROGRAM'S PRIMARY LIAISON WITH THE MINISTRY OF HEALTH (MOH), USAID, JSI HQ, OTHER DONORS, AND MULTILATERAL AND INGO PARTNERS.
SUPPORT PROGRAM TECHNICAL TEAMS TO MEET PROGRAM INDICATORS AS OUTLINED IN THE MONITORING AND EVALUATION PLAN.
MONITOR ANNUAL WORKPLANS AND MONITORING AND EVALUATION PLAN TO ENSURE THAT THE PROGRAM IS MEETING GOALS, AND ANALYZE REASONS FOR ANY DIFFICULTIES.
COLLABORATE WITH OTHER USG PROGRAMS IN ETHIOPIA.
ENSURE REGULAR REPORTING IS MADE TO USAID AS REQUIRED UNDER THE CONTRACT.
QUALIFICATIONS
THE CHIEF OF PARTY SHOULD HOLD AN ADVANCED DEGREE IN PUBLIC HEALTH, BUSINESS ADMINISTRATION OR OTHER FIELD THAT WILL ENABLE HIM/HER TO GUIDE THE OVERALL TECHNICAL APPROACH TO MEET PROGRAM OBJECTIVES. THE CHIEF OF PARTY MUST ALSO HAVE:
1.MINIMUM OF 10 YEARS OF EXPERIENCE, INCLUDING MANAGEMENT EXPERIENCE IN LARGE COMPLEX INTERNATIONAL DEVELOPMENT PROJECTS WITH EXTENSIVE FIELD OPERATIONS.
2.EXPERIENCE IN INTERNATIONAL HIV PROGRAM DESIGN, IMPLEMENTATION AND MANAGEMENT, PARTICULARLY PEPFAR FUNDED ACTIVITIES.
3.EXPERIENCE MANAGING SUBCONTRACTORS/PARTNERS AS PART OF CONTRACT SERVICE DELIVERY.
4.PROVEN TRACK RECORD THAT DEMONSTRATES LEADERSHIP SKILLS, PROJECT MANAGEMENT, BUDGET AND RESOURCE MANAGEMENT EXPERIENCE, AND CLIENT RELATIONSHIP MANAGEMENT CAPABILITY.
5.DEMONSTRATED PROGRAM MANAGEMENT COMPETENCY AND EFFECTIVE COMMUNICATION SKILLS IN DEALING WITH CLIENTS, PARTNERS, AND OTHER PUBLIC HEALTH PROFESSIONALS.
6.EXCELLENT VERBAL COMMUNICATION AND PRESENTATION SKILLS; PROFICIENCY IN ENGLISH AND AMHARIC.
7.STRONG INITIATIVE AND SELF-MOTIVATION REQUIRED, WITH A COMMITMENT TO TEAMWORK AND EFFECTIVENESS WITHIN A NONHIERARCHICAL, PARTICIPATORY MANAGEMENT ENVIRONMENT.
